Overview
The City of Belmont Island Park Levee Design Project (Belmont IPLD) will develop and adopt a plan to improve flood protection for the City of Belmont’s Island Park, ensure FEMA compliance, increase resilience to sea level rise, and create opportunities for ecological and recreational enhancements.
The Belmont IPLD will protect homes, businesses, and critical infrastructure by addressing flood risk identified by FEMA and projected future sea level rise.
A levee is a human-made barrier with the primary purpose of reducing the frequency of flooding to a portion of the floodplain, sometimes referred to as a levee system. A levee can be constructed with concrete or engineered earthen materials.
Goals
The Belmont IPLD aims to:
Develop and adopt a plan to improve flood protection
Address future sea level rise and flooding risks
Ensure FEMA flood compliance
Create opportunities for ecological and recreational enhancements
The project is being done in collaboration with the Redwood Shores Sea Level Rise Protection Project.

Project Funding
TASK 1
Preliminary Planning, Outreach, and Alternatives Evaluation
The first task is funded by the City of Belmont.
This task includes gathering community input on potential options to address the infrastructure needs of the area, as well as feedback regarding the creation of a special assessment district for the ongoing operation and maintenance of the agreed upon infrastructure needs of the Island Park neighborhood, i.e. levees.
TASK 2
Initiation of the Project Design and Environmental Review
The initiation of the project design and environmental review is dependent on the approval of a special assessment district.
If the special assessment district is approved, Belmont City Council approval will also be required in order for the project to be incorporated into the larger Redwood Shores Sea Level Rise Protection Project after the initial design component and environmental review has been completed.
Funding beyond this task will be determined at a later date in coordination with the Redwood Shores Sea Level Rise Protection Project.
